On October 1, 2009, the Office of Drug Control Policy was abolished. Administration for substance abuse services and problem gambling programs remains with the Bureau of Substance Abuse & Addiction Services (BSAAS) in the Department of Community Health's Mental Health & Substance Abuse Administration.
BSAAS envisions a future for the citizens of the state of Michigan where the impact of substance use no longer threatens the health and safety of our communities. BSAAS works in partnership with local agencies to address their individual needs as part of its statewide leadership role. BSAAS strives to accomplish its goals through prevention and treatment initiatives.

BSAAS seeks to address the many issues raised by various forms of addictive behavior that are found within our society and the consequences of those behaviors. The staff of BSAAS is comprised of individuals with expertise in the full range of issues that are present in the field of addiction. It is their mandate to provide statewide leadership to individuals actively engaged in confronting problems in the field, irrespective of where those problems may arise.
BSAAS staff are assigned to several areas, a brief description of each follows:
Prevention – State and federal funds are used to support and expand the prevention infrastructure in Michigan. We are involved in reducing youth access to tobacco and underage drinking, and providing parenting awareness resources. Please click on Prevention to learn more.
Treatment – Through regional coordinating agencies (CAs), treatment services are provided to clients that include detoxification, inpatient and outpatient care, short and long term residential therapy, and access services for women and families. Opioid treatment medication, including methadone, is provided by opioid treatment programs (OTP). Please click on Treatment to learn more.
Problem Gambling – Problem Gambling services available to Michigan residents include: 24-hour helpline, prevention programs, and treatment programs. Please click on Problem Gambling to learn more.
Education – Funds are provided to public schools and local nonprofit community groups for a variety of activities to prevent and reduce alcohol, tobacco, and other drug (ATOD) use and violence.
Effective October 26, 2009, administration for Title IV, Safe and Drug-Free Schools and Communities Act (SDFSCA), School Formula Grants and Governor's Discretionary Grants transferred to the Department of Education, per Executive Order 2009-42. Currently their information can still be found on our Education webpage.
Law Enforcement – A variety of funding streams support criminal justice initiatives aimed at reducing drug use and related violence in Michigan. Efforts are underway to reduce methamphetamine use and production through the State Methamphetamine Task Force and related funding streams.
Effective October 26, 2009, administration for the Byrne Justice Assistance Grant (Byrne JAG), the Residential Substance Abuse Treatment for State Prisoners Grant, and the Paul Coverdell Forensic Science Improvement Act transferred to the Department of State Police, Budget and Financial Services Division, per Executive Order 2009-42. In addition, the new Grants Management Section also spearheads the Michigan Methamphetamine Control Strategy and the State Methamphetamine Task Force.
