The Department of Community Health's Office of Drug Control Policy is soliciting proposals to oversee and plan a professional education and training program.  The Training Program Request for Proposal (RFP) documents are listed below.

QUESTIONS AND ANSWERS FROM BIDDERS REGARDING THE RFP ARE LISTED BELOW:

  Do you have a requirement for bidders to be a Michigan based business?  If not, is preference given to Michigan based businesses?

There is no preference given for Michigan based organizations in this Request for Proposal.  However, if the best value proposals are equal between a Michigan based organization and a non-Michigan based organization, the grant will be awarded to the Michigan based organization.


  Approximately how many course offerings would you like to see offered?

 Please see the "Training List" posted on 4/20/09.


   Do you have existing curricula/courses for SUD professionals?

 No existing curricula.  Courses are listed in the "Training List" posted on 4/20/09.


   Do you have training requirements for SUD professionals to acquire or maintain certification?

 Yes, please refer to www.mcbap.com


   Do you have a frequency of training offerings in mind?

 Please see the "Training List" posted on 4/20/09.


   Do you utilize a geographical breakdown of locations generally used when determining training location throughout Michigan?

 Yes.  Southeast, southwest, central and northern Michigan.


  What is your estimated number of professionals and auxiliary to be served by this project?

 5,000+.


  Are the e-training courses mentioned in existence or are they to be created?

 To be created.


  Could you provide a version of Section 2 and 5 without markups in view?

 Section 2 is listed as instructions.  Please see Section 3 for forms without markups.  Section 5 is for informational purposes only.


  As the current contract recipient, we have staffed the training program contract with persons working as full-time employees and/or independent contractors.  Please confirm that this staffing arrangement continues to be permissible?

 We will consider any staffing arrangements with any submitted proposal.  We will be looking at the most efficient use of resources when reviewing proposals.


  There is no specific number, type or quantity of trainings identified in the RFP.  Such information is necessary in order to project the anticipated budget costs, especially in terms of staffing support and training fees.  In the absence of other information, we would intend to submit a staffing proposal and anticipated budget consistent with the FY09 level of training and activity.  Please confirm that this is a reasonable estimate of the anticipated training to be managed in FY10.

  Pages 4, 5 and 6 of the RFP reference e-learning and website capacity.  Is it intended that as a part of the website and e-learning services, the selected contractee should be able to facilitate and/or provide webinar-based training services?

 Although "webinars" are not specifically mentioned in the RFP, we will consider all uses of technology in submitted proposals.
