Amends several sections of the Michigan Vehicle Code related to the setting and posting of speed limits.  Increases most freeway truck speeds to 60 mph, increases minimum freeway speed to 55 mph, eliminates speed differential for school buses, eliminates definition of residence district, revises definition of business district, provides a formula for the setting of urban and suburban prima facie speed limits if no Traffic Control Order is in place.

Amends several sections of the Pupil Transportation Act.  Defines "clear and continuous visibility", provides the option of stopping "off" the roadway during certain hazard light stops, removes 50 mph speed limit on state trunklines and county roads, and increases freeway speed limit to 60 mph on freeways where a maximum speed of 70 mph exists.  Speed limit changes are effective November 9, 2006.

Amends the Michigan Penal Code to remove the prohibition of possessing a police scanner in a vehicle.  Possession of a police scanner is now prohibited regardless of location by certain felons and in the commission of a crime, but allowed under other circumstances.

Allows snowmobiles to operate on limited access highway right-of-ways under certain circumstances and also allow access to be permanently prohibited along some roadways if certain conditions are met.

Allows restaurant patrons to leave the premises with a partially consumed bottle of wine if the establishment "recorks" the bottle by pushing the cork back in until it is flush with the top of the bottle.  The bottle is still considered open intoxicants for the purpose of MCL 257.624a.

Amends several sections of the Michigan Vehicle Code dealing with traffic crash reporting requirements.  Allows a driver to leave the scene to report a crash immediately to the police if remaining at the scene will result in greater harm.

Amends several sections of the Michigan Vehicle Code. With respect to 312e requires the driver of a school bus to obtain an S endorsement on their operator license before operating a school bus. In addition, prior to September 30, 2005 an applicant for an S endorsement may be eligible to waive the skills test upon proof of certain requirements met.

Amends the Pupil Transportation Act to revise the procedure for flashing overhead light stops by allowing the bus to pull off the roadway for certain stops where pupils are not required to cross the roadway. Also raises the maximum allowable speed limit on roadways where certain hazard light stops are permitted.
